IMEG was contracted by Emergency Services Consulting International (ESCI) to perform the GIS analysis to set up a cooperative services arrangement among fire departments. A large amount of analysis was performed based on populations, travel times, and resource allocation abilities.

Service area ISO distributions were analyzed based on buffers. Travel times analysis from all the stations within a variety of minute limits was performed.

Effective response areas were determined with the number of fire fighters who could be on scene within a given time period and the population served.

Response time performance analyses were performed for rural and urban areas based on previous incidents to determine how long it took to serve the area to develop risk areas.
