IMEG completed a fast-track project under a single task-order to perform storm damage assessments, determine design-
build repair scopes of work, and develop repair procurement documents for 89 buildings damaged by Hurricane Sally on NAS Pensacola, including Corry Station and Saufley Field, Florida. The project, which had a seven-month schedule, involved site visits, investigations, and development of biddable D-B RFPs in either a simple scope of work (SOW) format or a short form RFP format based on repair costs. The repair work largely involved repair and/or replacement of building systems including roofs, exterior envelopes, windows, electrical, HVAC, and interior finishes and fixtures damaged by water intrusion. Building types investigated include:

Thirty-six of the damaged buildings were historic, requiring SHPO consultation related to the repair scope. The historic buildings included hangars, administration and headquarters buildings, personnel support, and academic buildings.

The team mobilized advance staff within two weeks of receiving the SOW, and full multi-discipline teams within three weeks. To meet the aggressive project schedule, a detailed management plan was implemented for the multi-discipline teams. Five design teams were engaged concurrently to develop the 85 RFP documents. This plan was essential to successfully execute the work with an aggressive time frame and changing requirements. The management team also developed tools specifically for this effort to manage field data, track schedules for development of multiple RFP packages, and assist the government in managing contractor Pre-proposal Inquiries (PPIs) during bidding phases.
