Form-Based Zoning Code
The project: IMEG partnered with the Borough of Media, Pennsylvania to develop a Hybrid Form-Based Zoning Code focused on residential development. The project aimed to create a user-friendly, visually engaging, and community- aligned zoning framework.
The goal: To craft a zoning code that reflects the unique character of Media while supporting thoughtful residential growth. The code was designed to be accessible, clearly written, and grounded in the community’s shared values and long-term vision.
Design approach: The project included the development of a hybrid form-based zoning code with a focus on residential areas. FHI Studio led a comprehensive community engagement process, which involved walking tours, public workshops, and in-depth discussions with residents. These
activities helped define the distinctive physical and cultural characteristics that make Media special. The final code incorporated visual aids and clear language to ensure usability and alignment with the community’s priorities.
Project outcome: The Borough of Media officially adopted the new Hybrid Form-Based Zoning Code in 2023. The code provides a modern, community-focused regulatory tool that supports sustainable residential development while preserving the borough’s character. It has improved clarity for developers, residents, and officials, and serves as a model for how zoning can reflect and reinforce a community’s identity.
