Interborough Express

The project: The Interborough Express (IBX) is a major infrastructure initiative that will introduce a new light rail line along a 14-mile stretch of existing freight rail, connecting Bay Ridge in Brooklyn to Jackson Heights in Queens. This corridor currently lacks sufficient rapid transit options, and the project is designed to significantly improve connectivity for these underserved neighborhoods.
The goal: The goal of the IBX project is to reduce travel times, alleviate congestion, and enhance economic opportunities for the 900,000 residents and 260,000 workers in the surrounding areas. By providing a new, efficient transit option, the project aims to improve mobility and equity within New York City’s broader transportation network.
Design approach: To support the project’s Environmental Impact Statement (EIS) in accordance with the National Environmental Policy Act (NEPA), IMEG is responsible for preparing several technical chapters, including Natural Resources, Urban Design and Visual Resources, and Public Open Space. The team is also completing a Section 4(f) Evaluation and a Coastal Assessment Form. Additionally, IMEG is contributing to the project’s public engagement strategy by developing graphic materials and supporting key outreach events such as Open Houses, the Public Scoping Meeting, and the Public Hearing.
Project outcome: The IBX project, currently in the environmental review phase, is on track to deliver a transformative transit solution for Brooklyn and Queens. FHI Studio’s contributions ensure that environmental, urban design, and public space considerations are thoroughly addressed, while meaningful public engagement remains central to the planning process. Once implemented, the IBX is expected to significantly improve transit access and quality of life for hundreds of thousands of New Yorkers.
