Modern Aquatic and Ice Recreation Hub
The Project: To enhance year-round recreational opportunities for the community, IMEG provided engineering services to the City of Bettendorf and its design partners. The project included the replacement of the outdated Splash Landing facility with a modern aquatic center, as well as the development of a new outdoor ice feature known as Frozen Landing.
The Goal: Create a dynamic, all-seasons destination that elevates the City’s park system by integrating state-of-the-art aquatic and winter amenities, improved site access, and visitor support facilities.
The Challenge / Solution: IMEG was selected to lead civil engineering efforts for both the $18 million Splash Landing and $3 million Frozen Landing components. The team provided full site design, including grading, paving, and utility layout, with particular attention to the pool deck’s interface with architectural elements. Civil scope also included reconstruction of the 23rd Street access drive, design of two parking lots and a circle drive, and conflict resolution with existing utilities.
Throughout design, IMEG facilitated biweekly coordination meetings and provided detailed construction documents, specifications, and cost estimates to support City decision-making and budgeting. During bidding, the team issued civil bid documents, responded to contractor inquiries, and assisted in bid evaluation. Construction administration included review of submittals, RFIs, and proposals; on-site observation; and regular OAC meetings to support quality assurance and schedule adherence.
Outcome: The project was completed with 100% civil scope delivery and came in significantly under budget. Middle Park now offers enhanced recreation year-round, with a vibrant aquatic facility and a new outdoor ice rink that will serve the community for years to come. This project was completed on time and on budget.
