Power Plant Economic Impact Analysis

The project: IMEG led a team of consultants to conduct an economic impact analysis and site reuse study for Manresa Island in Norwalk, Connecticut. Hired by the City of Norwalk, IMEG worked closely with the Manresa Association, a local neighborhood advocacy group, to explore potential future uses for the island. The project aimed to assess the site’s viability for reuse, given its unique history and location
The goal: To identify potential reuses for Manresa Island while considering the environmental and infrastructure constraints of the site. Additionally, IMEG was tasked with determining the potential economic impact that different reuse scenarios could have on the City of Norwalk’s tax base and local economy, ensuring that any future development would be beneficial to the community.
Design approach: IMEG collaborated with a project steering committee composed of representatives from the City of Norwalk’s Redevelopment Agency, Planning Department, Economic Development, and various Commission Members, as well as the Manresa Association. The team conducted outreach to NRG Energy, the property’s owner, and engaged in a thorough analysis of the site’s constraints, including environmental and infrastructure considerations. This approach helped inform the selection of viable reuse scenarios for the island.
Project outcome: As a result of IMEG’s analysis, several reuse scenarios were identified, each considering the environmental challenges and infrastructure limitations of the site. The economic impact analysis provided a clear understanding of how different development options could influence the City’s economy and tax base. Ultimately, the study set the foundation for future planning and development of Manresa Island, balancing the needs of the community and the environment.
