Street Reconstruction
The project: IMEG led the preparation of a Categorical Exclusion and Section 4(f) documentation, managed the Section 106 process, and facilitated public engagement for bicycle, pedestrian, and vehicular improvements to West Main Street in Waterbury, CT. The project aimed to enhance transportation infrastructure while ensuring compliance with federal environmental and cultural resource regulations.
Design approach: IMEG conducted natural resource screenings and oversaw the preparation of a Phase 1A Cultural Resources Assessment to support the Section 106 process. The team worked closely with the Federal Highway Administration (FHWA), the lead federal agency for the project, to assist in the development of FHWA’s new direct review process for NEPA/Section 106 documentation. This approach streamlined coordination, which is typically managed through the Connecticut Department of Transportation (CTDOT), ensuring efficient project progression.
Project outcome: The project resulted in the successful completion of the necessary environmental and cultural resource documentation, including the Categorical Exclusion, Section 4(f) documentation, and Phase 1A Cultural Resources Assessment. IMEG’s collaboration with FHWA helped advance the development of a new review process for NEPA/Section106 documentation, ensuring a more efficient and direct review approach for future projects. Public engagement efforts were also an integral part of the project, ensuring community input and support for the proposed improvements to West Main Street.
